fa آیین نامه ارتقای اعضای هیئت علمی هنر در بوته نقد Critique of the Regulations for the Promotion of Faculty Members in Arts Academics تخصصي Special پژوهشي Research چرایی تأسیس دانشگاه‌ها و دانشکده‌های هنر در ایران با سیاست‌ها و چیستی آیین نامه ارتقای اعضای هیئت علمی فعلی تقابلی آشکار دارد. این تقابل تا حدی معلول نادیده گرفتن اقتضائات داخلی کار علمی و هنری اعم از آموزش و پژوهش و آفرینشگری هنر در این مراکز است و تا حدی نتیجه رابطه نامناسب و نامتوازن آن‌ها با سازمان‌های برون‌دانشگاهی است؛ روابطی که امکان تعریف منطق فعالیت درون‌‌آکادمیک را برای این دانشگاه‌ها و مراکز منتفی کرده است. این نوشتار با تمرکز بر نتایج و تبعات اجرای آیین نامه ارتقای اعضای هیئت علمی در دانشگاه‌ها و دانشکده‌ها و پژوهشگاه‌های هنر، به ضرورت سیاستگذاری متمایز و ویژه حوزه هنر عطف به چرایی و فلسفه وجودی تأسیس این مراکز پرداخته است. از اینرو در این فرصت، به استناد تحلیل‌های منتشر شده و دیدگاه‌های دریافت شده از استادان و ذی‌نفعان آکادمی‌های هنر تلاش شده نشان داده شود چرا این سیاستگذاری متفاوت ضروری است. ذکر این نکته نیز ضروری است که این نوشتار یکی از اضلاع سه‌گان «ضرورت سیاستگذاری متمایز هنر»، «استقصاء مسائل و مصائب درونی و بیرونی آکادمی‌های هنر» و در نهایت، «سناریوهای بدیل برای ارزیابی فعالیت‌های آکادمیک استادان هنر» در پیوند با سازمان درونی و بیرونی این مراکز بر اساس شاکله مسئولیت‌های اجتماعی دانشگاه است که پرداختن به دو مود اخیر در نوشته‌هایی مستقل خواهد آمد. The reasons for the establishment of universities and faculties of arts in Iran are in clear conflict with the policies and the aim of the current regulations for the promotion of faculty members. This conflict is partly due to the neglect of the internal requirements of scientific and artistic work, including education, research, and artistic creativity in these centers, and partly the result of their inappropriate and unbalanced relationship with extra-university organizations; relationships that have ruled out the possibility of defining the logic of intra-academic activity for these universities and centers. This article, focusing on the results and consequences of the implementation of the regulations for the promotion of faculty members in universities, faculties, and art research institutes, addresses the need for distinctive and specific policies in the field of art, referring to the reasons of establishing these centers. Therefore, on this occasion, based on published analyses and views received from professors and stakeholders of art academies, an attempt has been made to show why this different policy is necessary.
